President Obama signs the FY10 DHS Appropriations legislation. The
legislation authorizes the transfer of the Federal Protective Service to the
National Protection and Programs Directorate. FPS is officially transferred out
of ICE.


SEPTEMBER 09, 2009
The U.S. House of Representatives Committee on Transportation &
Infrastructure strongly supports the transfer of the Federal Protective
Service to the National Protection and Programs Directorate. In a letter to
members of the Senate Committee on Appropriations, Congressman James
Oberstar and Congresswoman Eleanor Homes Norton state that "the GAO
reports make very clear the need for major reform of FPS" and that they
"believe that moving FPS from ICE to the NPPD is a critical first step on the
road to comprehensive reform of this important federal agency." Read the

President Obama proposes the transfer of the Federal Protective Service to
the National Protection and Programs Directorate.

JUNE 15, 2009
The Committee on Appropriations reports the bill (S. 1298) making
appropriations for the Department of Homeland Security for
the fiscal year ending September 30, 2010, and for other purposes,
reports favorably thereon and recommends that the bill do pass. The bill
authorizes the transfer of the Federal Protective Service to the National
Protection and Programs Directorate.
TIMELINE
National Protection and Programs Directorate
The goal of the National Protection and Programs Directorate is to advance the Department's risk-reduction mission. Reducing risk requires
an integrated approach that encompasses both physical and virtual threats and their associated human elements.
Divisions
The components of the National Protection and Programs Directorate include:
Federal Protective Service (FPS): FPS is a federal law enforcement agency that provides integrated security and law enforcement services
to federally owned and leased buildings, facilities, properties and other assets.

Office of Cybersecurity and Communications (CS&C): CS&C has the mission of assuring the security, resiliency, and reliability of the nation’
s cyber and communications infrastructure.
Office of Infrastructure Protection (IP): IP leads the coordinated national effort to reduce risk to our critical infrastructures and key
resources (CIKR) posed by acts of terrorism. In doing so, the Department increases the nation's level of preparedness and the ability to
respond and quickly recover in the event of an attack, natural disaster, or other emergency.
Office of Intergovernmental Programs (IGP): IGP has the mission of promoting an integrated national approach to homeland security by
ensuring, coordinating, and advancing federal interaction with state, local, tribal, and territorial governments.
Office of Risk Management and Analysis (RMA): RMA serves as the Department’s Executive Agent for national risk management and
analysis.
US-VISIT uses innovative biometrics-based technological solutions—digital fingerprints and photographs—to provide decision-makers with
accurate information when and where they need it.

JUNE 19, 2009
Rand Beers was confirmed by the U.S. Senate to direct NPPD’s integrated efforts to reduce risks to physical, cyber and
communications infrastructures. NPPD collaborates with all levels of government, the private sector, non-government
organizations, and international bodies to prevent, respond to, and mitigate threats to U.S. National security from acts of
terrorism, natural disasters, and other catastrophic events.

JUNE 2, 2009
